how to transition from wee wee pads to outside?

Our 4 month-old puppy has been "housetrained" up until now on the wee wee pads. I know some people don't like them but regardless of some negative opinions, they have worked. Now that his shots are done, I want to start transitioning him from the pads to outside. The thing is, we're not home every 4 hours every day to let him out of a crate, and we don't have a private yard so we can't let him out without someone home so what do I do on days when I won't be able to come home from work and take him out? Should I leave a wee wee pad inside, and continue to train him outside or will this be too confusing for him? On top of this, he goes through phases where he chews up his wee wee pads to shreds and I'm so frustrated with them right now but it's the only place he knows to go and he never has an accident.

Many are against using pads, but when you are gone for long periods and can't install a doggy door I think it is better than to have the dog "hold it" for long periods. Not urinating frequently can lead to health problems like urinary tract infection and kidney and bladder stones.

I think washable pads are better than the disposables. I buy them for litters of puppies and whelping. They are fairly thick so they stay where you lay them and don't get wrinkled up and the dogs can't chew them. The link I am providing is for used pads, but I have never had any complaints with my purchases. I buy the $5.95 ones. These things sell for much more than that new and the ones I have received have never had any stains, rips and have went through many washings and still are in great condition. They have a bottom that the moisture doesn't soak through and are very absorbent so you won't have any wetness on your floor.
