how do i train my 2 month old puppy to go on the wee wee pads?

i already have them and for the first day or two, he used them just fine. then he only wanted to pee on them and he wanted to poop everywhere but on the pad. now he's pretty much back on his own program. i've had him a little under 2 weeks and at that time the vet told me he was an 8 week old teacup chi/rat terrier mix. he only weighs 1.1 pounds and the vet says she'll be shocked if he makes it to 5 pounds. i'm giving you more detail cause he's just so tiny and cute, i don't know quite how to show him he's done something wrong.
please help...
i know he's too young. somebody dumped him in the 7-11 parking lot. when i try to take him outside he just sits. i got him the cutest little harness and leash, but he won't walk outside. not even without the leash....
suggestions??

Teach him to go outside. It is a hassle but it is worth it in the long run... are you crate training? it makes it a little easier, then you can put him on a schedule. The more time you spend with him outside you will be able to notice the little patterns that he has that will let you know when its time for him to potty.

Make a BIG deal of it when he goes outside. You should take him out every hour to begin with so you can discern just how often he goes.

When I was crate training/house training my boxer it was almost as hard as potty traing my human kids...be patient!!!
