Portable Dog Potty

We have a 9 month old Chihuahua who uses a litter box. He's decided he no longer wants to pee in the box.

Now he just puts two paws in and hikes up a back leg. Has anyone else had this problem and is there anyway to correct it. Has anyone tried the Puphead portable dog potty? Mabye trying to train him on sod would help?
And the pee gets all over the floor...
He is fixed and we are litter training him so he can while were not at home we do still take him outside...

Training a tiny dog like a Chihuahua to use a box is not that unusual, particularly if you live in an apartment.

Is he fixed? If he's about 9 months old, he is reaching sexual maturity and may just be marking his territory. Getting him fixed would end the sexual proclivity to claim his space.
