My neighbor doesn't take care of his dog. What should I do?

My neighbor's dog is filthy, its long, once gorgeous fur is now matted and falling out, her nails look like they have never been clipped (they're curling over!), and she becomes terrified if you reach down to pet her or even if you move your foot slightly. Like for exapmle today I was outside and the dog was there and I barely moved my leg to adjust how I was standing and she flinched and almost bulted. She was so terrified like she was expecting me to kick her. Also when I reach down to pet her she flinches and gets as close to the ground as possible and ends up peeing on herself. The neighbor is kind of a friend to the family but I fear for this dog. I dont want any trouble with the neighbor, all I want is to take his dog away. How can I peacefully take his dog? I want to own her but I already have two other dogs and I'm afraid my other neighbor will complain that we have too many pets. I dont know what to do because I dont want the dog to end up at the pound.

I would suggest talking to your local RSPCA people as quickly as possible - if they feel that what you have to tell them suggests that the dog is under any threat they'll pay a visit to the property - and it'll be kept anonymous. They'll decide what to do from there - it might be that the dog is removed from the property or it might be that they give your neighbour some advice on animal care, and make a return visit at a later date to ensure things are improving. It depends on their assessment as to what happens from there on. In cases like this it can be that a person is banned from keeping animals for a certain amount of time. It's worth voicing your concerns though - a similar instance happened in my locality and the people were banned from keeping animals for six years. However, if you feel particularly bad about going behind your neighbour's back, perhaps you should just talk to them. Gently approach the topic. I'd go for the RSPCA though. At the end of the day if something happens to the dog, you'll kick yourself.
