How to potty train a 9 week old puppy?

I recently got a new puppy, she's now nine weeks, and she's getting used to going potty in the house. If she doesn't stop, i'll have to get rid of her. She doesn't really like pee pads, and most of the time she won't go outside. I've sat with her outside for an hour waiting, and she won't go... but as soon as i bring her back inside, she'll go on the carpet. How do i stop this habit now before it's too late!? I have another indoor dog, he is potty trained very well, never had an accident in the house since i got him.. i thought my new one would learn from him, but she's not. Please help!!!

At 9 weeks of age this puppy is a baby. What did you expect of a baby puppy?. She doesn't yet know what you expect her to do until you teach her. She has no bowel or bladder control the same as human babies have no control. The reason she is going in the house is that you are not paying attention and not taking her out often enough. Praise with enthusiasm when she does go outside.

Take your dog outside every hour on the hour. If she doesn't oblige and she pees as soon as you get her back inside then walk to the door - do not go in - turn around and take her right back outside.
If you had a crate you could pop her in there for 10 minutes then take her out again.

No puppy is house trained at 9 weeks of age and if you're not prepared to put the time and effort into training her properly then rehome her now. Most puppies don't 'get it' until they are about 16 weeks old.

You should not have got a puppy in the first place if you are so willing to "get rid of" her at only 9 weeks of age. We "get rid of" garbage, not dogs.
Dogs are not disposable items though I suspect this puppy would be better off rehomed...and don't get another dog.
