Is 9 weeks too young to potty train?

I have a Toy Shih Tzu puppy who is 9 weeks old. I live in a townhouse so this puppy will be an indoor dog. She resides on the second floor because there's no carpet on this floor.

I have been trying to get her to potty in the powder room on a puppy pad. Sometimes she'll go on the pad but it's not on purpose. Is there anything I can do to get her to understand that the puppy pad is for potty.

Its never too soon to start but don't expect a lot in the way of results at that age. However, the consistency of the training is good and the younger you start, the sooner they will catch on. Puppy pads are scented with something that is supposed to be an attractant for them so just be consistent and put her on the pad often, when she does go even by accident, just praise her a lot and reward her in some way - by giving her favorite toy or playing with her a little. Then when she's a little older you can begin rewarding her good behavior with treats but not at 9 wks.
