Dog Potty Sod

Possible alternatives to Potty training???

I have two Chihuahuas. I'm curious to see if anyone has any alternative potty places for their dog. I would like to use our upstairs balcony as the potty place. And I could either set up a childs swimming pool filed with pebbles and grass or maybe sod. We have a yard with a pit-bull that lives downstairs, so our yard is not an option. Plus our neighborhood is a little ify and i get nervous out there alone....with two tiny dogs.
Does anyone think this is a good idea? Has anyone tried anything like this?
